easily eliminate D and E. There is no referrent for they - NATO and Russia are both singular.
B has a slight meaning issue. It implies that the relationship of NATO was hostile, not the relationship between NATO and Russia. so B is out.
We are left with A and C. Now, technically, both are fine in my opinion - it clearly refers to NATO, since they are the only one who can "offer membership". But the GMAT does not use outside information to determine, the right answer, so it must be C, since it’s somewhat more clear than A.

IMO the second SC question was not of good quality. GMAT wouldn’t make a question like that.
