Based on your score it's apparent that you should concentrate on Verbal, for that you need the following:
1. Perseverance2. Considering your score I would assume that you need to improve your basics, meaning: read business news sites, watch TV's and read books primarily in English, you need full experience to improve basics, memorizing rules won't cut it.
3. Manhattan SC + PowerScore CR
4. Practice a lot and do even more REVIEW!
5. Extra step: e-gmat, if you have available resources they offer pretty good verbal courses for non-native speakers, unfortunately they are a bit pricey. I'm also thinking of getting their verbal pack, hope they have some discounts coming.
6. Keep an
error log, if you are starting from blank, probably some of your areas will improve faster that others and you need to keep track to understand why and how to improve.
7. Post questions on gmatclub to better understand difficult concepts.
Verbal helps improve the score, and in your case 1 hour spent on verbal is more beneficial than 10 spent on quant (you still need to practice it, but to a lesser extent), so concentrate on it, and you should get 700+.
