Most historians now agree that the downfall of the Nixon administration began with the 1971 release of the Pentagon Papers, not seeing them as an implication of the Nixon administration (they did not), but rather because their disclosure set in motion a series of paranoid actions that culminated in the Watergate break-in.

seeing them as an implication of the Nixon administration (they did not), but rather because their disclosure set
seeing them to implicate the Nixon administration (they did not), but rather setting
seeing them implicating the Nixon administration (they did not), but rather, disclosed, they set
because they implicated the Nixon administration (they did not), but rather because their disclosure set
because of the implications they made about the Nixon administration (they did not), but for their disclosure setting

Can someone explain why option B is incorrect!

To express a reason / cause, using "because" is clearer than using present participle, especially for a negative construction of present participle (not seeing). The cause and effect relation is vague in option B.

"Not because" and "but because"are parallel. To indicate a cause and effect relationship "because" is the most preferred mode on the GMAT. In "B" the pattern isn't clear. Moreover we need the subject pronoun "they" not the object pronoun "them."

Hi Experts! ,
egmat
Even though E is awkward and wordy, its grammatically correct in my opinion.
However , D has Not Because...., But Rather..... Isn't "But Rather" a redundant use . Don't Rather and but both highlight the same meaning !

Please shed some light on this!

Two reasons why B is wrong:
1. Incorrect use of participle modifier - Use the intrinsic test to test the validity of the participle modifier,
Most historians now agree that the downfall of the Nixon administration began with the 1971 release of the Pentagon Papers, not seeing them to implicate the Nixon administration (they did not).
Does, the first and second statement contradict each other? No... so, participle modifier is not viable.

2. two different pronoun cannot refer to a same noun, here the first "them" refers to "Pentagon Papers" and the second "they" refers to the same "Pentagon Papers". Eliminate A,B and C

Cheers !! :-D
