Putting it was does not make the sentence parallel at all.
Look:
Obesity is more common among American teenagers now than ever before.
is more common is not parallel to it was at all.
Plus, though grammatically using it was might be correct, but when u have correct shorter option, it does not make any sense to use the wordy choice, GMAT hates that.

IMO
"it was ever before" is not correct in terms of verb tense. EVER BEFORE requires HAS BEEN

While choice B seems grammatically correct, choice A employs the function of ellipsis. Through ellipsis, the words "it is" is not explicitly written in the second half of the comparison but is intended and omitting these two words does not change the intended meaning of the sentence.
