Actually d is the best answer but I have my reservations over almost to deliver sufficient amount - seems oxymoron

What ? - Solar energy production is predicted to triple by the end of the year
What would happen then ? - Increase in production is expected to deliver a substantial amount of electricity

almost projected / projected
The underlined portion in option (A) mentions that production is almost predicted , but the intended meaning here is production is predicted to almost triple by the end of the year.

"almost" should be refer to production that is expected to triple and not refer to prediction.

With this analysis we can eliminate A and B.

Lets see all the options now

(A) almost projected to triple by the end of the year, which would deliver
Based on our analysis - production is not almost projected but the production quantity is projected to almost triple. Incorrect

(B) almost projected that it will triple by the end of the year, thus delivering
Same as option A - Incorrect

(C) projected that it will almost triple by the end of the year to deliver
Production is projected that it will almost triple - This is not concise. "That it will almost triple" is quite lengthy though not incorrect. Lets hold on to this option for now.

(D) projected almost to triple by the end of the year and thus to deliver
projected almost to triple by the end of the year - this is concise and explains the intended meaning. Lets hold on to this option for now.

The first part of the sentence "projected almost to triple by the end of the year" is concise and correct. The 'which' after the comma refers to the year incorrectly - Incorrect

Between C and D, though both option looks correct , Option D is concise and also explains intended meaning.

This problem checks the understandings of meaning, modifier and pronoun.
The original sentence is
As sources of electricity, solar energy accounts for only about one percent of electricity generation in Florida compared to 19 percent in California, but production is almost projected to triple by the end of the year, which would deliver a substantial amount of electricity.

The meaning is :
It is projected that the production of Solar energy would become near to triple of its current figure
-- and as a result--
it is also projected that the production would deliver a substantial amount of electricity.


So, the original sentence is incorrect for two reasons-
1. Almost projected (= An uncertain projection)
What is not certain ?
Definitely the act of projection is certain.
We are not certain about the extent of production i.e. it could be 2.9 times or triple or 3.1 times.
"Almost Projected" gives wrong meaning.

2. ...year, which would deliver
Relative pronoun "Which" modifies the nearest noun.
Year would not deliver the electricity, production would.

Now, the choices
(A) almost projected to triple by the end of the year, which would deliver
Definitely the act of projection is certain. "Almost Projected" gives wrong meaning.
(B) almost projected that it will triple by the end of the year, thus delivering
Definitely the act of projection is certain. "Almost Projected" gives wrong meaning.
(C) projected that it will almost triple by the end of the year to deliver
If we re-write the last part of sentence after truncating some of the non-essential modifiers, it turns out:
The production is projected THAT it WILL almost triple TO DELIVER a substantial amount electricity.
There are multiple issues -
1. The future projection has no certainty. Any such expectations or predictions require WOULD (better than WILL).
2. The Act of tripling has no "intention" to deliver any amount of electricity.
The consequence of tripling the production is the delivery of substantial amount.

(D) projected almost to triple by the end of the year and thus to deliver
Correct action modifier "ALMOST to Triple". (Almost is not adjective here as in "almost triple").
"thus" indicates the consequence of former action on later.

(E) projected almost to triple by the end of the year, which would thus be delivering
Year would not deliver the electricity, production would.

The first sentence says that I did not pay $100 for coffee, but I almost did. That is, I did not pay for coffee.
The second sentence says that I paid for the coffee, and I paid around $100.
But, in the second sentence, we are certain that the payment was done.

So, in the given example, projection is certain, but whether the production will triple is not certain.

almost projected to triple vs. projected almost to triple
The use of almost projected to triple is incorrect. This says that we are not certain whether production is projected.
Misplaced adverb
Eliminate A and B

(A) almost projected to triple by the end of the year, which would deliver
(B) almost projected that it will triple by the end of the year, thus delivering

(C) projected that it will almost triple by the end of the year to deliver
In C, 'it' has no referrent

Remember that we have to find 4 bad answers on solid grounds.

A & B place the adverb ”almost” next to projected which is incorrect. If you follow the meaning of the sentence, the production is project to “almost triple” and not “almost projected”. Projection is a certainty, what’s not a certainty is whether it’ll be triple, hence, we are using “almost triple”

C gone because of “it”, which has no clear antecedent. Will the projection almost triple? Or production? Not clear.

E gone because of “which”. Ask yourself - what is “which” modifying here and what is “which” supposed to modify for the sentence to make sense?

To make sense, the “which” has to modify the clause “projected almost to triple” and hence the usage of “which” here is not correctly conveying the meaning. Eliminate.

Any obvious errors in D? Not really. And D is our winner.

The meaning is perfect therefore our option

(E) projected almost to triple by the end of the year, which would thus be delivering
Similar reasoning as A
