This is a kind of zero conditional ("whenever" is the conditional marker).in which we use the present tense in both the conditional clause and the main clause. Choice E is the answer.

Why A is wrong? When we choose E, we change the meaning of sentence. People discover will imply that it is generalised as a true statement for ex: earth moves around sun. But that is not happening, people have discovered solar energy sometime before and are still using it. After some period of time, they will shift to another source of energy. So why is it present tense?
