Please help evaluate my profile 770 GMAT, 2.8 GPA

Hi,
I'm a very new poster on this forum though I have been reading for quite awhile now. I was hoping that I could get an evaluation of my profile, and also the best time for me to apply.
Basic stats: 26, Female
Nationality: Very small country in Asia
Planned application date: Planning to apply R1 for 2017 matriculation
GMAT: 770 (taken in April 2015). (Q51, V46, IR 8, AW 5.5)
TOEFL: 118
GPA: 2.8 (graduated in 2013 from Peking University in Beijing, degree in Computer Science. No significant mitigating factor, except that my major was considered to the most challenging at the uni and was all in Chinese which was not my native language, I started learning chinese in 2007).
Other academics: Took HBX CORe in summer of 2015 and Passed with High Honors.
CFA Level 2 candidate
WE: One year at the Development bank of our country and have been at a small frontier private equity firm for the last year.
EC: Lead a student run exchange organization during uni, started new partnership initiatives with universities in the U.S
After graduation, I have volunteered at and been an organizer for the TEDx events in my country. Am in charge of the CSR at my current company and have established a long term partnership with a well known foundation to which we volunteer in both monetary and time. We also initiated the first ever UG student case study competition here in my country in partnership with a private university. In addition, in my spare time, I co-run a popular food website (with tutorials, reviews, and occasional in person classes).
After graduation plans: I hope to continue to work in an international private equity or impact investing firm in emerging markets. In the long term I really want to do the same type of work in my country, where the financial and investing industry is still very young.
I would appreciate any advice you guys can give me in regards to whether I have a chance at schools such as Haas, CBS, NYU Stern, Tuck, Kellogg, Booth, and McDonough. I know that my GPA is very low, do you think that other factors can help make up for it and if not, is there anything else I can do to at least be competitive at the above schools?
