I wil go with E.

sentence looks okay without "the rates of"

E uses correct idiom 'more ..than' and doesn't have 'rates of ..'

To me they both look good. The use of 'rates..' may be bit excessive in B.

rate cannot indicate quantity.(unless it refers to the price of the object).

rate must refer to a 'speed of change'

The passage compares quantities, not the speed of change of them.

E correctly compares the quantities. I like E.
