Just had confusion on why "Noting that the price of oil and other fuel components" is considered singular besides the fact that oil and other fuel components is plural,,,
isn't the sentence talking about price of oil and other fuel components so shouldn't it be plural..

Guess you are getting confused.

As per your query, "Noting that the price of oil and other fuel components" is definitely plural.

For convenience sake, i'll just rewrite the question and try to explain you.

Noting that the price of oil and other fuel components, a major factor in the cost structure of
an airline, have risen and will continue to rise, the company management was pessimistic
about their
outlook for the upcoming quarter.

Doing the Vertical split
1) have risen and will continue to rise - their
2) have risen and will continue to rise - the
3) will continue to rise - the
4) has risen and will continue to rise - their
5) will continue to rise - their

Here, "a major factor in the cost structure of an airline" - is the modifier or in this case the "Extra"
Cut the extra and read the sentence.

"Noting that the price of oil and other fuel components have risen and will continue to rise, the company management was pessimistic
about their outlook for the upcoming quarter."

The first odd thing to notice - their (plural pronoun) refers back to Company Management (Collective Noun)
As per GMAT rule Collective Nouns are singular. either you need to use a Singular pronoun to refer back to Management or drop the pronoun from the sentence.
So you can straight away dump options 1,4 and 5.

Now we are left with options 2 and 3

Option 2 uses - have risen and will continue to rise
Option 3 uses - will continue to rise

Here we have to look at the meaning and in a slight way we have to see if the "concision" in option 3 is valid or not.

So the sentence says " the management is pessimistic...blah blah blah... because they have noted that the oil prices would show the rising trend"

Since there is no change in meaning and since GMAT prefers a concise sentence, option 3 is better.

Hope that clears some doubt.

But there's no indication in the sentence which suggests that the event is certain or uncertain. Not a big fan of this question.

Q 18 is a bit out of place. As per MGMAT book, in comparison to and in comparison with both are correct.
