D and E are out --we need "that" after declare
A - it in the end is wrong . it should be them
C-tense error

Sentence intent- Syria has weapons and it plans to use them when needed
-D and E are wrong as "to have" give incorrect meaning
-planned is wrong and statement is said in general sense ,no usage of past is required. So A and C is wrong
B is best choice
