sure !!

B says: The average fare for big city public transportation involving millions of people moving to and from their workplaces every weekday have generally increased more slowly than inflation.--- -->"the average fare" is singular while "have" is plural

Is there no ambiguity in A. The term including can refer back to fare and transportation both right?

Not sure if the use of 'involving' is correct, but since other options are wrong, A is the best bet here.

B) use of 'have' is wrong.
C) 'during' is used for conveying a time-period, again wrong here.
D) same as B
E) 'again 'where', like 'during', does not make any sense.

Thanks,
Somil

a)transportation involving millions of people moving to and from their workplaces every weekday has generally increased more slowly than inflation has.

b)transportation involving millions of people moving to and from their workplaces every weekday have generally increased more slowly than inflation. - We are talking about average fare, so it must be singular

c)transportation, during which millions of people moving to and from their workplaces every weekday, has generally increased more slowly than inflation. - Public transportation here is a noun, not a verb, so during is incorrect

d)transportation, where millions of people are moved to and from their workplaces every weekday, have generally increased more slowly than inflation. - Where is used for places, usage of where in this case is wrong

e)transportation, where millions of people are moved to and from their workplaces every weekday, has generally increased more slowly than has inflation. - Where is used for places, usage of where in this case is wrong

Hope this explanation helps.. :-)

the subject is average fare....so usage of has is required..

Hence..,,,left with A,C and E....
usage of "during which" is wrong,,,no time frame mentioned,,
usage of " where" is wrong in E...

A is the best

Hello KDPathak33 - "where" on GMAT is used only for actual physical location.

In the option "E" - "where" appears after "transportation" and as you can see "transportation" is not a location. Hence - E is incorrect.

Hope this is clear!
