Not sure if the use of 'involving' is correct, but since other options are wrong, A is the best bet here.

B) use of 'have' is wrong.
C) 'during' is used for conveying a time-period, again wrong here.
D) same as B
E) 'again 'where', like 'during', does not make any sense.

the subject is average fare....so usage of has is required..

Hence..,,,left with A,C and E....
usage of "during which" is wrong,,,no time frame mentioned,,
usage of " where" is wrong in E...

A is the best

Hello  KDPathak33  - "where" on GMAT is used only for actual physical location.

In the option "E" - "where" appears after "transportation" and as you can see "transportation" is not a location. Hence - E is incorrect.
