The birth rate in Country X is down this year by 12% compared to last year. The death rate in Country X has remained stable for several years. Therefore, the population of Country X is decreasing measurably.
In the above argument,it is assumed that the birth rate and the death rate are the only reliable parameters to conclude about the shift in the population. The author has undermine the other possible reasons which can create a fluctuation in the population. Our main goal is to identify that option which supports our prethinking.
(A) The causes of the declining birthrate in Country X can be discovered through physician surveys. Even if we identify the causes,we cannot conclithat the population will increase or decrease.Irrelevant
(B) Statisticians are able to predict future changes in the size of the population of Country X.

For, suppose :
Births------------------Deaths----------------------Total Population= present population(say 100)+ births - deaths
176(12% less)---------20--------------------------100+176-20=256 (Current year)
200(assume)-----------20--------------------------100+200-20= 280 (Last year)
In the above scenario, population did decrease. But, we are not considering any influx of population of from outside countries. If there is influx of migrants, then the author's conclusion will break.
So, author assumed that there is no influx of population from other countries.
