'Proposed that' is the correct form, so that eliminates C, D and E

Both A and B has a clause that modifies the first part of sentence.

In A, which modifies the development of park, but that is not the intended meaning here.
In B, which modifies the park, hence B is the correct one.

A note before attacking the question:
- "PROPOSE THAT X BE Y" - (subjunctive) - is correct idiom.

The commission proposed that funding for the park's development, which could be open to the public early next year. is obtained through a local bond issue.
(A) that funding for the park's development, which could be open to the public early next year, is
Wrong. Misplaced modifier problem: "which" refers to the development.

(B) that funding for development of the park, which could be open to the public early next year, be
Correct. Propose THAT x BE y ==> correct idiom.

(C) funding for the development of the park, perhaps open to the public early next year, to be
Wrong. Propose X to be Y --> wrong idiom.

(D) funds for the park's development, perhaps open to the public early next year, be
Wrong. Misplaced modifier problem. "the development" can't open to the public.

(E) development funding for the park, which could be open to the public early next year, is to be
Wrong. Propose x is to be y --> wrong idiom.

SPLIT1) THE WORD "WHICH" AFTER THE COMMA (,) MODIFIES THE WORD RIGHT BEFORE THE COMMA "PARK". A IS OUT.

SPLIT2) "PROPOSED X TO BE Y" IS THE WRONG IDIOM. C IS OUT. D) THE WORD "PERHAPS" AFTER THE COMMA (,) MODIFIES THE WORD RIGHT BEFORE THE COMMA "DEVELOPMENT", THIS IS A WRONG USE OF THE WORD "PERHAPS" BECAUSE THE DEVELOPMENT CANNOT BE OPENED TO THE PUBLIC, IT CHANGES THE MEANING, AND IS WRONG. D IS OUT.

(A) that funding for the park's development, which could be open to the public early next year, is - which incorrectly refers to noun development ; proposed needs subjunctive verb
(B) that funding for development of the park, which could be open to the public early next year, be - Correct
(C) funding for the development of the park, perhaps open to the public early next year, to be - that is missing - the object of proposed that is needed to introduce the clause describing the proposal
(D) funds for the park's development, perhaps open to the public early next year, be - that is missing , modifier error 'perhaps .. next year'
(E) development funding for the park, which could be open to the public early next year, is to be - that is missing ; proposed needs subjunctive verb
