The commission proposed that funding for the park's development, which could be open to the public early next year. is obtained through a local bond issue.
(A) that funding for the park's development, which could be open to the public early next year, is - which incorrectly refers to noun development ; proposed needs subjunctive verb
(B) that funding for development of the park, which could be open to the public early next year, be - Correct
(C) funding for the development of the park, perhaps open to the public early next year, to be - that is missing - the object of proposed that is needed to introduce the clause describing the proposal
(D) funds for the park's development, perhaps open to the public early next year, be - that is missing , modifier error 'perhaps .. next year'
(E) development funding for the park, which could be open to the public early next year, is to be - that is missing ; proposed needs subjunctive verb

This Question tests on Subjunctive case concept.
Proposed should be followed by that and ONLY a BE is allowed instead of any other form(is , are ,were , am etc.).
Hence B is right answer .

(A) that funding for the park's development, which could be open to the public early next year, is
(B) that funding for development of the park, which could be open to the public early next year, be
(C) funding for the development of the park, perhaps open to the public early next year, to be
(D) funds for the park's development, perhaps open to the public early next year, be
(E) development funding for the park, which could be open to the public early next year, is to be

The use of word "Proposed" indicates that the above sentence is in subjunctive mood

and the format to write subjunctive mood is
Subject+ ( bossy verb)+(predicate) + that + subject + verb in the base form + object
bossy verb: Demand/ Dictate/ Recommend/ Request/ Insist/ Mandate/ Propose
Verb in the base form means: use be for is/am/are/ was/were/ have/ has/had and for any other verb
use base form of verb whether subject is singular or plural.

A) Incorrectthat funding for the park's development, which could be open to the public early next year, is
The highlighted modifier wrongly modifies developement. this modifier is supposed to modify park.
The use of "is" is also incorrect
(B) Correctthat funding for development of the park, which could be open to the public early next year, be
modifer correctly modifies park and be is correctly used
(C) funding for the development of the park, perhaps open to the public early next year, to be
no verb and that is missing
(D) funds for the park's development, perhaps open to the public early next year, be
mandatory that is missing
(E) development funding for the park, which could be open to the public early next year, is to be
IS is wrong verb to express the subjunctive mood

B is Correct - In this sentence, which clearly modifies park; the subjunctive be correctly follows proposed that.

Hi Blackishmamba

It would still be incorrect as 'that' would be missing in the sentence. We need 'proposed that'to convey the intended meaning, 'proposed funding' changes the intended meaning.

Hi Expert Can "Could be " be used to reflect possibility of an event which will happen in future ? I have a notion that "could be " can be used to reflect the possibility in past.

(A) that funding for the park's development, which could be open to the public early next year, is
The development is going to be open…it’s the park

(B) that funding for development of the park, which could be open to the public early next year, be
Best option

(C) funding for the development of the park, perhaps open to the public early next year, to be
Proposed funding…to be obtained…?; should be “propose THAT X BE Y”

(D) funds for the park's development, perhaps open to the public early next year, be
Sounds like the development is perhaps open to the public next year

(E) development funding for the park, which could be open to the public early next year, is to be
Development funding almost sounds like a TYPE of funding and not funding FOR the development [of the park]

Hi Karishma,

Can "perhaps open to the public early next year" modifies a possessive noun (Park?)

(A) that funding for the park's development, which could be open to the public early next year, is
Can which refer to a possessive noun (Park?)
Can you also share rule if which can refer a possessive noun or not?

We can omit "That" sometimes. Can we omit in subjunctive form?

If you need to talk about something that will happen some time in the future, you need to use a proper future tense verb for that.

The park, which will open to the public next year, is undergoing renovation.
"which clause" tells us that the park will open to the public next year.

The park, open to the public every morning, needs renovation.
Uses "open..." as a modifier for the park. It shows us the current, habitual state of the park.

The park, open to the public next year, ...
does not make sense.

The park's development, open to the public every morning, ...
does not make sense. It is not the development that is open to the public every morning.

Pronouns can refer to nouns in possessive but only when the meaning is obvious and clear. At the end of the day, it depends on what other options you have. Option (B) is better than all others in every respect so no confusion at all.

We use "that" with base form subjunctive. e.g. I propose that he be invited.
We also have "were" subjunctive for hypothetical situations. e.g. If I were the President, I would ...
