shouldnt it be temperatures plural in answer choice B? I've never seen temperature referred to in a singular sense when describing multiple temperatures...

A. region; nevertheless, temperatures regularly drop below -60℃, and many residents lacking plumbing --> contrast missing

B. region, with temperature regularly dropping below -60℃; nevertheless, many residents. lacking plumbing in their homes, --> correct

C. region; nevertheless, with temperatures dropping regularly below -60℃, many residents lack plumbing, so --> "with temperatures dropping ..." "many residents" doesn't make sense, "B" is better

D. region; temperatures regularly drop below -60℃ and many residents lack plumbing, nevertheless, they --> duplicate subjects: "many residents" & "they"

E. region; temperature drop regularly below -60℃, nevertheless, many residents lack plumbing and thus --> missing the contrast

B is correct answer but this questions lack a comma compared to original questions
"....region, with temperatures regularly dropping below -60℃; nevertheless, many residents , lacking plumbing in their homes, ..."

With the comma, the sentence is way easier to understand "Many resident....must use..."

A. region; nevertheless, temperatures regularly drop below -60℃, and many residents lacking plumbing
neverthless isn't required before temperature since the effect isn't non predictable it just follows regularly neverthless addition is unnecessary therefore out

B. region, with temperatures regularly dropping below -60℃; nevertheless, many residents, lacking plumbing in their homes,
Even though wordy the meaning is perfect therefore let us hang on to it

C. region; nevertheless, with temperatures dropping regularly below -60℃, many residents lack plumbing, so
neverthless and so together is absolutely unnecessary therefore out

D. region; temperatures regularly drop below -60℃ and many residents lack plumbing, nevertheless, they
since they lack they are forced to do , addition of neverthless with lack of plumbing doesn't make sense therefore out

E. region; temperature drop regularly below -60℃, nevertheless, many residents lack plumbing and thus
the contrast isn't clearly exhibhited therefore out

Therefore IMO B
