Though it might differ by school and how many applications a candidate plans to submit, what is the general rule of thumb in terms of the amount of time spent on each school’s application (from start to finish)?

As you rightly mentioned, it depends on schools and also on the clarity of your expectations in short terms and long terms from the course.
