Why cant it be D.?
It can be that interest adjusted debt is the same but the absolute value is different..

The argument focuses only on the share of world external-debt, so the absolute value is out of scope. Eliminate D.
The argument said that those three countries succeeded in holding steady their share of world external-debt. If any of those three countries changed their share of world external-debt, then the argument is weakened. Answer A.
