Option is is correct
Final conclusion is" requiring all high school students to attend one-on-one tutoring sessions would help these students learn." Here point to be noted is (all students)
For ages of 14 and 16 learn best when classroom instruction is supplemented by formal one-on-one sessions with a tutor is already stated in premise

if we add option E "Studies show that high school students younger than 14 and older than 16 also learn more when tutoring supplements their classroom activities."
So finally all the age groups are covered Less than 14, between 14 and 16 and more than 16 in other words it covers (all students).

- we not concerned about the debate of voluntary tutoring vs mandatory tutoring.

(B) Most high school students only struggle with one or two subjects, such as math or history, and do not feel like they need help with other subjects.
- ok. They struggle with two subjects only. But, does it mention anything about tutoring. We just can't assume that "tutoring should be provided" should be the conclusion. Eliminate.

(C) High school students who are 17 and 18 do not benefit from tutoring sessions to the same extent as younger high school students. - weakens.

(D) High school students between the ages of 14 and 16 spend more time studying outside of school than older high school students do. - so what ? It doesn't talk anything about tutoring.

(E) Studies show that high school students younger than 14 and older than 16 also learn more when tutoring supplements their classroom activities. - this strengthens the argument and gives data to support that tutoring should be provided.

Thus, E.

The answer is E. Here it is critical to nothe the use of the word "all" in the conclusion. Thus, we are referring to all high school students, not just between 14 to 16.

Statement in E strengthens the conclusion!

The original text states that study is done on students from age 14 to 16, and the conclusion speaks for "all the students". So the assumption is that what is beneficial for students of ages 14-16, will also be benficial for others.

Only option E captures this idea.

and i guess if this would've been a weaken question, C would've been the answer.
