I chose option A since I thought the time order was not incorrect-
- The American manufacturing plants had obtained unprecedented gains in efficiency ( This happened earlier- thus past perfect)
- The trade barriers were lowered (this happened later, thus simple past)

When I say gains in manuf efficiency were obtained and barriers were lowered, I dont know what happened first.

Also seek your guidance regardiing the parallelism in the sentence
