The resident cannot lack plumbing, makes no sense. Their homes can though. And nothing is grammatically too wrong with B.

Took a ton of time to figure this one out though!

shouldnt it be temperatures plural in answer choice B? I've never seen temperature referred to in a singular sense when describing multiple temperatures...

B is correct answer but this questions lack a comma compared to original questions
"....region, with temperatures regularly dropping below -60℃; nevertheless, many residents , lacking plumbing in their homes, ..."

With the comma, the sentence is way easier to understand "Many resident....must use..."
