There will be fewer, if any, entirely unmonitored beaches, then every beach would be maintained and controlled by private people and also the biological data would be collected ,this making beaches safe
2)If the proposal is not adopted then some of the private beaches which are not participating in the program will be unmonitored ,this increasing the overall problem
