Idiom Tested : not X , but Y -- Where X and Y must be logically as well as grammatically parallel .
Meaning :
Although snakes are legless,
people should think of non-venomous snakes not as scary, forked-tongued creatures,
but as useful animals
that eat disease-carrying rodents.
Error Analysis :
The idiom not x , but y is used incorrectly. The way choice A is written structurally, it is not parallel.
Instead of not scary ... But as useful animals ..
It should be not as scary... But as useful animals
A. as not scary, forked-tongued creatures, but as
--Parallelism issue in the idiom not .. But... As discussed above
B. as not scary, forked-tongued creatures, but
--Omission of as doesn't convey the meaning properly . We need ..not as .. But as
C. not as scary, forked-tongued creatures, but as
-- Seems Correct .. This choice corrected the the errors of choice a and b . Meaning is also clear ..

C. not as scary, forked-tongued creatures, but as -- CORRECT
D. not as scary, forked-tongued creatures, rather -- "as" is not used after rather. Not parallel
