The answer IMO is E and not C because even if we use both the statements together we wont get that is is standing ahead and who is standing behind and therefore we cant determine the no. of people in the line.
For instance, if Leo is standing behind Riya then there will be 12 ahead but those 12 will include Riya as well as 3 standing in between. But we have no information who is ahead in the line and who is behind.
