 you may be correct in your observation..
but if u look closely at the sentence, there are few errors
1) D.  one  emphasizes the academic freedom that tenure ensures, and  one  stresses the professional laziness and irresponsibility it encourages .. conflict in views should have 'one... and the other....' 
2)D. one emphasizes the academic freedom that  tenure  ensures, and one stresses the professional laziness and irresponsibility it encourages...  here the meaning of sentence changes as lifetime tenure becomes tenure ....
 so D is out...

Before answering, let us have a small clarification from Souvik.
Is the transcription ok? There seems to be some material difference between the underlined part in the stimulus and the Choice A. if A is not the same as in the text, then there has to be some amendment. 
If A is the correct underlined part, then the answer should be B for maintaining the conflict as well as parallelism 
On the contrary, if the text is correct, then the answer is A for maintaining parallelism. But the choice A
should be identical to the text, by cutting off the first part. 
Of course, Jarvis attempted some correction, but is that the correct version? 
Before knowing that, I feel it is futile to pick an answer and the antecedents of ‘it’ and ‘those’ are not issues here as far as I see.
