Is there anything else that is wrong with C apart from wordiness? Is it idiomatically correct "proceed in..."?

Is it GMAT-like to have 2 correct answers with one of them wordy?

I see a problem with OA B - the parallelism is violated.

.. required either to bring or release.... : since "to" is AFTER "either", "to" lies INSIDE the either ..or.. loop and hence must be there after "or" as well.

... required to either bring or release.... correct ("to" outside either.. or .. loop - hence not repeated)
....required either to bring or to release... correct ("to" inside either... or... loop - hence repeated)
.... required either to bring or release...... wrong (option B - inside the loop, yet not repeated)

Considering the above, C is better, although more wordy.

1. either to x or to y
2. to either x or y
anything else is non-idiomatic as far as GMAT is concerned.
