Utopia typically transports all supplies to the island city Atlantis on horse pulled carriages. The only bridge over the channel that separates Atlantis from the main land has become increasingly plagued by barbarian attacks; this results in substantial delays for the supplies to reach the island and also results in loss of revenue due to pillaging of supplies. Ships can cross the channel more quickly than carriages can; they can also transport much greater quantities of supplies. Therefore, to reduce transport time Utopia plans to switch from carriages to ships for the transportation of supplies.

Which of the following would be most important to know in determining whether Utopia’s plan, if implemented,is likely to achieve its goal?

A Whether most carriages transporting goods into the island return to the mainland empty
B Whether there are other modes of transport that can make the trip between the mainland and the island faster than ships can

The arguments concludes solely on the point that ships transport goods faster than carriages. So the key here is the time taken and not money spent. Upon screening options it seem as if there’s a confusion between C and E. however as explained E talks about money involved which clearly is not argument concludes so option C is right answer

We need an option that describes "time lost or gained" by the new plan.

A Whether most carriages transporting goods into the island return to the mainland empty

B Whether there are other modes of transport that can make the trip between the mainland and the island faster than ships can

C Whether loading and off-loading the supplies to the ships is very time consuming

D Whether the average number of barbarian attacks have been relatively constant over the recent years

E Whether transportation by ships would be substantially less expensive than transportation by horse pulled carriages

Choices A, B, and E are Irrelevant.

From C and E, only C mentions "time" so I picked (C) over (E).

Argument is concerned about proposal of using ships instead of carriages.

It is mentioned that transportation time of ships is already less than carriages so one needs to consider the loading and unloading of stuff from ships.
C clearly states this gap.
Also other choices are not relevant which can bridge this gap.
