Because of wrong comparison eliminate A,B,C. Between options D and E, option D is more concise

We want to compare the 'cost of flat-rate plans' with the 'cost of typical mobile phone'. Only D compares the cost.

Only D and E stand a chance comparison wise.

However, in E we have a problem of Subj- verb Agreement.

Unlike with the monthly cost of typical mobile phone contracts, the monthly cost of flat-rate plans are not affected by the frequency of use

SO D is correct.

The comparison made is correct i.e. comparison of the monthly cost of typical mobile phone contracts to the flat-rate plans.
