if as is used before critical then some thing is to be added after critical.

We never use a comma before "and" for a list of items.
For example:
"X, Y and Z" is correct.
"X, Y, and Z" is incorrect.

MG-SC says that whenever one sees 'and' after a comma, we should check for two possibilities :
1) a list (apples,grapes,AND pears)

2) Two main clauses (I like apples, AND she likes grapes

that is definitely wrong. that's the British way of constructing a sentence, which I have learnt. The GMAT way teaches you to list (A, B, and C) OR (A and B). I'm sure of this because this rule stood out to me too.

there are two things to gain from here.
1. Such as is used for examples
2. X Considered Y is correct idiom not considered as/ to be, which are WRONG.

So Answer is only A.
