On account of - Narrative
Accounting for - accounting for someone or take responsibility of.
A and C eliminated. - from context it does not seem to be asking for narratives.
Because of some noun not a clause. B eliminated.
E - has been - I don't think we need any present perfect here. Since is playing the role of reasoning.
D - apt . because it is the world's .. Everything is in present tense. and presents the intended meaning too.
Answer is D.
