First, lets identify all incorrect options-
A is wrong because of use of word signify (Kyoto Protcoal is singular)

C is wrong because it suggests that Kyoto Protocal is performing an action which is not possible (is signifying)

D is wrong because the sentence reads 'The Kyoto Protocol, a politically divisive environmental treaty an important vehicle in international consensus on stabilizing greenhouse gas emissions and have signified'. Here the use of an does not make sense. Also the use of have signified is incorrect.

I am not certain enough to provide my reasoning for an answer choice, however, to me answer B reeks of redundancy:

"...and important as an important vehicle..."

I ended up with answer choice C via process of elimination
