Removing the "in 2013" and reading we have,
A)On graduating, Joanna Piotrowska already seemed fully formed as an artist
B)Graduating, Joanna Piotrowska already seemed fully formed as an artist.
Intention of A is far more clearer.The meaning is "at graduation itself, she was a good artist".
B does'nt have a clear intention.
