1. 'had elected' vs 'have elected'

=> If there is any sequence of related events in past, we need to use past perfect. In this case, we do not find such sequence. No need to use past perfect.
Eliminate options A and B

2. elected retiring vs elected to retire

=> The idiom 'elect to' means to choose something. ( the correct idiom is 'elect to')
Eliminate options A,B and C

3. Eliminate option D because it fails to maintain parallelism. ( to retire rather than dealing)


Option E is the answer.

A) had elected early retirement rather than deal (using of past perfect tense is not cool in asserting a fact)

B) had elected early retirement instead of dealing (same error as in A)

Eliminate Option A, 'had' elected does not represent the accurate time sequence here.
Eliminate Option B, same as A and 'dealing' is an incorrect usage.
Eliminate Option C, 'retiring' and 'dealing' are unidiomatic expressions here.
Eliminate Option D, same as C.

Option E stands out.

It has a perfect usage and expresses the right meaning without any errors.
