OFFICIAL EXPLANATION
The verb tense should be in the present.
The article is "recent."
That article (present tense) reports.
Finally, there are "new rules [that are] in place [now]" at the college.
Options A and B use a past tense verb, had elected, which signals that the event is over or the deed is done.
