This answer choice is grammatically incorrect. The plural subject people does not agree with the singular verb is.
Also, it can be understood from the context of the sentence that the relative clause who is 85 years old modifies the elderly neighbor rather than some shady people.
What helps us identify this question as a Relative Clause question as well as identify this mistake is the following Stop Sign:
- who, which, that, whose, whom
B. neighbor, who is 85 years old, were involved with some shady people
While this answer choice corrects the original Relative Clause mistake, it is grammatically incorrect. The singular subject neighbor does not agree with the plural verb were.
