Can someone explain why D is wrong ?
The argument says residents have been asked to cut their consumption.
Option D says that Residents probably won't cut it voluntarily.
What did i miss here ?

The passage states, "even if the request is heeded.." this means that we have to assume that the citizens will voluntarily stop using air conditioner.
"Heeded" is the trick word here.
