The passage suggests that cut back on air conditioner use in household doesn't prevent blackouts. If most air-conditioning in the region is used to cool businesses and factories, then cut back in household doesn't help to prevent blackouts. Answer B.

Businesses and factories are NOT included in residents.Took a few seconds to figure this out....rest was easy....
