Can you guys please explain me why A can not be an answer. It does explain that their program instead of diluting, It is increasing the violence rates.
C is also a contender, when you think about it, The assaults that were previously not came into light, were coming into light now. ( same as B.)

Though B was my presumption and i marked B. But I still want to know why not A or C.

Please help me with the same.

The very important word to read in this passage is "recently".

The college has been providing education and has been organizing the programs for a bit long while they "recently" opened that hotline. The moment they opened this, they saw an increase by 10%.

So, You need to explain why it increased now but not earlier. Clearly, option B is doing that.

Option A and C are the trap answer choices. They both are talking about the impact of these programs but they never explained why the increase happen after the opening of "hotline".

Hence, A and C are incorrect.

Does that make sense?

chesstitans , could you be a bit more specific about the source of this question? This does not look like a high-quality CR question to me. A, B, and C could all explain the rise in reports, but B is very un-GMAT like in adding the second sentence, "The actual rate of assaults is likely unchanged."

Thanks bro. You always help me out when ever am in a dire situation on any question.
I got it now.
These programs were there from quite long. But RECENTLY they introduced hotline. AFTER HOTLINE introduction, There was an increase in 10%.
A and C talk about the program introduction which were there from long time.
No wonder B is answer.

Check out abhimahna 's Reasoning. It clears our doubt. Even i was skeptical about the OA at start.
