Known Information:
1. Vargonia's population will increase significantly.
2. Quantity of potatoes produced is currently sufficient to fulfill demand.
3. Potato yield per acre not acreage is expected to increase.

Expected outcome:
Vargonia has no choice but to start importing potatoes

The passage is saying that current production fulfills current demand and if population increases country will not have enough potatoes. There is a grey area here. The conclusion is based on assumption that if population increases so does demand. We need to look for answer choice that states this assumption.

A Not all the land in Vargonia currently used for potato cultivation is well-suited for growing potatoes - Does not help identify relation between population increase and demand of potatoes.

B None of the varieties of potatoes grown in Vargonia give unusually high yields - Again irrelevant to our question.

C The population in all regions across Vargonia is expected to increase - Okay, but does the demand increase ? . This does not answer our question.

D There is no indication that the per capita demand for potatoes in Vargonia will decrease in future - So if this is true then the demand per capita will also remain same and as current production only fulfills existing demand and if population increase the country need more potatoes. This gives exact information we need to come to conclusion.

E No other crops grown in Vargonia , apart from potatoes, have a balance of domestic production and demand - Agreed, but we are talking about import of potatoes here.

Using Assumption Negation Technique:

Negation
There is indication that the per capita demand for potatoes in Vargonia will decrease in future.
Once we negate D, Its weakening authors conclusion .
If we negate the assumption ,it will weaken the conclusion.
Hence Answer is D
