Can you please suggest how it can be a fact? 
 Is not it more like a opinion /judgement ?

Fact should have some figures :  xx%  people xxxx such damage

A fact is just something that is true. "Many GMAT test takers study for the test" is a fact - it's not a very precise fact, but it's still true. It's not an opinion or a judgment, provided we agree on what "many" means. If we're making an argument, often we'd want more precise information, so it might be more useful to know (and here I'm just making up a number) "99% of GMAT test takers study for the test" but facts don't need to be numerically precise to be factual.

I was confused between C and D and finally chose C, didn't get a definite answer with D and hence didn't select it.
