Also, in FT rankings of 2019, there is a huge gap in rankings of McDonough and Rice.

I would choose Rice.

Rice has a solid reputation in Houston & Texas. If you don't mind having a career in Texas, go for it!

Texas is booming and lower COL. 90k off tuition is a huge deal!
