Can some one explain it little more. How option B makes more sense than A.

I got stuck in between A and B.
In option A the subject is immorality rate and in the second fragment it says "lower rate", which make this redundant. so answer should be B.

The infant mortality rate has decreased steadily over the past several decades and is now at a lower rate than ever before

A. now at a lower rate than
B. now lower than
C. now a lower rate than
D. presently lower than it was
E. presently lower than the rate was

Found this official question which I found a little tricky. Let me know your thoughts and explanations for each right/wrong option.

Cheers!

The comparison here is between the infant mortality rate 'now' and in time before 'now'
(A) gets the construct wrong. 'The infant mortality rate is now at a lower rate than ever before' does not make sense.
(B) Right. The comparison is rightly put
(C) Same a (A)
(D) ||ism error. The two elements compared 'presently' and 'it was before' is not grammatically parallel
(E) Same as (D)

Here we are comparing infant mortality rate has decreased and it is lower now....
Here's the full sentence, with (C) inserted:

Quote:
The infant mortality rate has decreased steadily over the past several decades and is now a lower rate than ever before.
Check out the part in blue: "The infant mortality rate... is now a lower rate than ever before." At the very least, it's redundant to say that "the infant mortality rate" is "a lower rate" than ever before. Why not just say that "the infant mortality rate is lower"? That's much simpler and clearer -- and (B) is the only answer choice that doesn't repeat the word "rate" in a completely unnecessary way.

I hope this helps!

The infant mortality rate has decreased steadily over the past several decades and is now at a lower rate than ever before
Meaning is: Rate has decreased steadily and rate is now lower than ever before
(A) now at a lower rate than (Distorted meaning)
(B) now lower than
(C) now a lower rate than rate is unnecessary

(D) presently lower than it was (‘was’ is incorrect with ‘ever before’
‘has been’ needs to be used)

(E) presently lower than the rate was (was’ is incorrect with ‘ever before’
‘has been’ needs to be used)

Reason to eliminate D. Someone help please.
I got this one right.
Was confused between B and D.
Though I knew the answer was B, because it sounded right, but I was looking for a reason to eliminate D.
