"   Attribute for   " in option   E   is not a correct idiom, though the option looks alluring and parallel, it does not rectfiy the idiom error.

Whereas, in Option A "   purchasing   " is a gerund form of verb acting as a noun, and the correct idiom is "   Attribute to + Noun   "

I agree that option A is correct because we have "allocate to" + noun, but how is option E wrong here?

Hi,

Kindly explain why allocate to is the better choice than allocate for?
From what I know:
Allocate to is used when you give the a task to a person
allocate for is when you demarcate something for a particular task

Also, is there any other way to solve this question without considering the idiom?

Be careful not to get lost in the sentence or the answer choices and overlook the requirements created by the nonunderlined portion of the sentence. Even though (A) isn't a perfect choice, it's the only correct one.

An 800 test taker always identifies the grammatically correct choices before considering the effectiveness of expression. The correct choice will always contain correct grammar, if not stellar style.

The difference between A & E is  to  &  for . connecting verb is  allocated .
The correct usage of  allocated  is  to  and not  for  in this example.

The correct idiom is "allocate A to B". You do not use "allocate A for B". 
Hence (E) is not correct.
