*Edit : Even if we take doesn't c + 2 max value = 99999 + 0.5 or 2.9 + 0.9 ? which is greatest. than a + b whose maximum value is 1.999 + 0.999 = 3 ? figure is confusing a bit.

That is the reason why Q is 700+. In normal scenario with correct figure, this would be just 600 level.
Even if you figure out Correct figure, why C is not better than A????
HI Chetan!!! well, i thought of the solution in terms of distance theory of the modulas...mod(a+b) is the distance of a from -b...that ways....b which is less than zero automatically goes further from a as compared to distance calculated for any other option....although i did not make precise calculation. Hope I was thinking on correct lines....
MUST ADMIT FIGURE IS SUPER CONFUSING...and that helped in NOT making precise calucations:)
