You are probably interchanging the idea "the gene pool of the cultivated wheats can be replenished" (asked in question statement) with "The restoration and enrichment of the gene pool" (stated somewhere in the passage).

The question is a specific purpose (answer is based on a particular part of the passage) question but i think you are applying it to whole passage.
