I think the question is not on the effectiveness of the plan but on why the older adults and young adults had similar success rates, though the older ones usually struggle with weight loss. In other words why young adults didn't lose more weight?

we need to find an explanation that reconcile these seemingly contradictory facts

lets evaluate the options

B) this also strengthen the paradox. If younger adults are more active we would expect them to have higher success rates not equal to older adults

(D) The new high-protein diet plan was primarily marketed towards individuals who have not previously tried structured dieting. --> Not addressing the reason behind the conflict of why the success rate is similar or the outcomes

Imagine the scenario,

Why a young person and a kinda overweight adult {as questions mentions who struggle to lose weight}. Why would both have same success rate? Analogy: a student with decent grades vs a student who struggles with grades.

option C Individuals who feel they have struggled significantly with weight for many years are more likely to adhere strictly to new diet recommendations. This is it!

Clearly if one group followed the diet more strictly and other group sometimes followed sometimes did not follow, they both end up having same success rate. following up on the analogy if the struggling student worked diligently and decent students did not pay as much attention they both end up with same score.
