C.) seems correct to me. In the case of this sentence, since buyers are "people" or things, you would use fewer rather than lesser. You're also comparing year to year (IE. "In 1988" vs. "In 2009"). The use of "in" in C.) is valid.

For uncountables, we use less.

C should be read thus:
2009 had fewer X than (it had) in any year since 1988.

The construction suggests that 2009 had fewer X than (the buyers) 2009 itself had in 1988.
This comparison does not make sense.

Althought answer choice B is the best here, I think there is a wrong comparison that should be pointed out:
By saying that "2009 had fewer [...] than any year since 1988", it is saying that 2009 is not a year. The correct comparison should be "2009 had fewer [...] than any other year since 1988"

Am I right?

The use of 'this' is wrong because we can't use this for plural data. souvik101990 need your inputs.

I was down to B and C.

Options D and E automatically is discarded because lesser is not the right word here. A has wrong comparison.

Between B and C, the only difference is than vs than in. Here, than in is not parallel. Therefore, I chose B.
