in option D-according is v-ing modifier so it should make sense with preceding clause which is runway..I dont think its correct
for me option C is correct.According to aviation officials is between commas and so we can skip it and Although covered in about 11 inches of snow make sense with sub of clause-runway?
Here "according to" is used in the meaning "as per".
According to experts, men are more foolish than women.
In this sentence "according to" refers to the whole clause "men are more foolish than women".
Similarly, the whole clause " Although covered in about 11 inches of snow, the runway was in acceptable condition during the emergency landing" is referred to by "according to officials".
