Let's simply the sentence first (and remove the appositive / modifier)

[Land use Institute] cites declines in [Population and Prosperity] --> as major [reasons] to set aside the area [IT] calls plains reserve.

Land use Institute is singular ---> so the correct antecedent is [IT]

Population and Prosperity are two reasons ---> so we have the plural [reasons]

I did not understand why option C is incorrect.

Here sharp declines is the only one reason. (in population and prosperity in prepositional phrase)

Please correct me where i am going wrong.

I think it's 'Decline in population' and 'Decline in prosperity', hence plural reasons.

"declines in population and prosperity" is equivalent to "decline in population" and "decline in prosperity" - two things
