(A) its merits, the proposal to tax - Correct in my opinion: Its just that the subject is coming after the verb. Correct usage of idiom Proposal to
(B) its merits may be, the proposal of taxing: May be is redundant, proposal of taxing is unidiomatic
(C) its merits as a proposal, taxing : Changed intent.
(D) the proposal’s merits, to tax : Changed context as it emphasizes the merit for taxing and not the proposal to tax
(E) the proposal’s merits are, taxing : Same as above

Thanks I couldn't understand the phrase "whatever its merits" and because of this the whole sentence. Finally somehow it dawned on me
