A-wrong for lacking // ism.
B-2nd part is incomplete.
C- IMO no need to use BUT.
E-incomplete sentence: no verb.

Can you explain what is wrong with A in terms of //ism? I do not see any issues with A and hence will go with A.

"to local history" and " (to) various ethnic groups" are key elements for //ism.
Correct usage is Either to X or (to) Y.
Either devoted to X or (to) Y. is not //. "Devoted" is misplaced and it should be in forn of Either.

"Either Verb to X or Verb to Y" would have been OK.

D is the correct answer - the use of although is wrong in A, B is incomplete, but is wrong in C and E has no verb.
