The modifier can be essentially reduced to "Born on Sept 7, 1990"...apt subject for this can be a person, not family...

A) her family moved to the United States when the future author was six..out for modifier issue

E is correct as non-underlined portion is a modifier and should be followed by the subject "the future author". Only E matches the requirement.
